Is there a reason why it can't be in /bin with a symlink in /usr/bin/?
I guess there is none, but openSUSE did just the opposite and one can accept that, or not. If later is the case one can create own distro that will link as you say. It is just a matter of goals. openSUSE and few other want to have all system stuff in one directory, which is in some other systems called System, but in Linux it is /usr. Yet another other may want to have that split in a different way and with different names, like Android. Then some other use application directories where application has all its binaries and other files, which saves a lot of effort put in rpm/debian packaging, but increases work to fix applications that expect /usr/bin and few others to be place for binaries. All of them are still Linux distros. So, why you are asking that question time and again.
