This is already the default.
Then I do not understand what the whole discussion is about.
If the root password is by default the same as the user password,
the user can do everything - he only needs to enter the password.
If the root password is by default the same as the user password
why does someone complain a normal user cannot set up something?
Please note that I am not a destop user (I use X with a plain window
manager and a root shell when I need to do something as root) so that
I don't know about possibly special behaviour of desktop environments.
