Why, zypper doesn't say. It reports "Nothing to do".
You may need to switch vendors for those packages. What does 'zypper
dup' show as the packages that will be installed? I have read that
there is a way for zypper to tell you why it is not updating, but I
cannot find it now.

"suggested" packages, including LO v. 3.5.2.2-2.1, and now the problem
has gone: LO starts normally.

Still puzzled why zypper up didn't do that.

Because some package needed to switch vendor (repo). When you use zypper dup it does that automagically.
