and as an update SR# 116205 to Factory:Contrib was declined with a
comment "Do not submit to contrib; submit to develprj and/or factory"

But when I make a request
osc changedevelrequest openSUSE:Factory:Contrib fbi multimedia:photo

here is what I get back
Server returned an error: HTTP Error 404: Not Found
multimedia:photo/fbi

what I am doing wrong
