12.1 system is Core 2 Duo 3 GHz desktop, 11.4 system is 2 GHz laptop. On the desktop when it was running 11.4 the update also was very fast.
Same internet connection?
11.4 Laptop uses wi-fi, 12.1 desktop uses cable, the both connected to the same access point. The connection speed in 20 Mbit/s, verified with Speed Test to be 97% accurate.
There are so many factors here that can influence things... a simple timeout on one of the configured repos can make the package manager appear slow... so can a hard drive with hardware issues.
Mine (in 12.1) is really fast... I haven't tested it on this same machine with 12.2 yet.
Not that is really shows a lot, but:
