Don't worry too much about that in first place... I'd say: if you can read the INSTALL file, manage to build and install a module, then you can build a package. the .spec file is not much more than a collection of shell commands after all to get the right things done in the right order. Additionally, most apache2 modules are not that difficult to package up.
