Let the plugin live in some external repo. If users would like to use it they can just use their own good judgement ;) and install it from the community repo.
Frankly flash plugin is an abomnination and now we understand that it's no longer supported by Adobe it's the perfect time to drop it.
Flash plugin is buggy, full of security holes, inefficient and bloated. Lets treat it like we should treat any old unsupported software - remove it from the distro.
I think we should think about the users first.
