My mistake; 4.8.1 (and the fix) IS in KDE:Qt.  

I didn't read the whole output of osc ls, which also shows the files in a 
linked package's source, which is openSUSE:Factory and has not had 4.8.1 
pushed to yet from KDE:Qt.  Qt 4.8.1 was used to build KDE 4.8.2 (pure 
coincidence that the version numbers are so close) and its packages are 
aggregated into KDE:Distro:Factory and derivatives.
