Absolutely. If the programmer wanted to use ram, he would have used ram directly, and not use a file in /tmp, not knowing at the time that it would be saved in ram, and then into disk as swap in some cases - and thus spoiling his design decisions. It is the programmer who decides what to use for that temporary storage and how best to implement it for his program.
