There are closed source programs, too. Or old software. Users would

Any big change done to Linux will break things beyond your/our
control. Please don't.

You know beforehand the answer going to be "we cannot fix and cannot
care for what's not in the distribution".

Err ... we can't fix the unknown - true. That's why we should not break
it for no reason.
A user who is actively using his /tmp since 15 years without probs is
BTW something what we should care about. What is wrong with simply NOT
mounting tmpfs on his /tmp per default?
