[opensuse-factory] Changing runlevel in MS1 disconnects users on tty2-6

Hi all,
during my tests with gdm on installed GNOME-livecd-build0151 (now
solved using lightdm instead of gdm), I noted that when I change the
runlevel via "telinit n", all users logged in tty2-6 are forced to
disconnect by the system; only user logged in tty1 remains logged in.
However this happens only when systemd is used; if I boot using system
V, when I change runlevel all users logged in tty1-6 remain logged in.
In my opinion runlevel change should not disconnect users logged in tty2-6.
Is this a wanted behavior? or is it a (known) bug?
