The idea is that Virtualization cloud contains packages that are useful for multiple cloud infrastructures, such as euca2ools (accepted into factory today :) ). euca2ools can be used with EC2, Eucalyptus and OpenStack (the cloud infrastructure the boosters working on to integrate for 12.2).
We have a project for the various cloud infrastructure implementations
Virtualization:Cloud:Eucalyptus
Virtualization:Cloud;OpenNebula
Virtualization:Cloud:OpenStack
I think this organization makes sense as people can easily find the packages they are looking for based on known cloud infrastructure names.
If we'd throw them all together into one project it would be a great big mess ;)

I would like to propose $SUBJ as the new devel project to Factory. It

Why not using Virtualization:Cloud?
