You can only say that if you stayed out of distribution development.
A lot of effort was put into keeping the sysv system working. The
command parsing /etc/inittab might be small, but all the scripts
and commands called from there are obviously a lot to maintain - and
are 99.8% SUSE only and not shared with other distributions.
