I guess it's the same reason openSUSE had libxine. You need it to build e.g.
phonon-backend-vlc and it should work for e.g. KDE's ogg system notifications.

I fully agree with Sven. Crippled codec packages are okay as internal
build dependencies, but should not ship. (At least not, with a name
identical to the original.)

Maybe we can have it renamed to "Severely Crippled VLC". It would be a closer match to it's functionality as it is supplied from factory.
