I have in my work partition (11.4), updated many times:

TMP_DIRS_TO_CLEAR="/tmp"
LONG_TMP_DIRS_TO_CLEAR="/var/tmp"

In another test partition, was a fresh install:

Telcontar:~ # cat /other/test_a2/etc/SuSE-release
openSUSE 11.2 (x86_64)
VERSION = 11.2
Telcontar:~ # grep DIRS_TO_CLEAR= /other/test_a2/etc/sysconfig/cron
TMP_DIRS_TO_CLEAR="/tmp"
LONG_TMP_DIRS_TO_CLEAR=""
