No, it is exactly mater of GTK3, since it is a new toolkit. One can create a 
theme that resembles
other toolkits, but this is not a consistent solution (the same problem exists 
with Qt3/Qt4, Qt4/GTK2 etc).
There are no themes for all toolkits and when one more toolkit is added, 
creating such universal theme
becomes even more difficult.
