This is actually worse than it might seem, because also GDM does not start...
Even the GDM fails "something has happened - please contact your system administrator". It should try fallback mode if it cannot start the blingbling mode.
...with the same error, and I have no means to force fallback mode on GDM AFAICT. Now tested on another machine (radeon mobility 9600 / RV350) where all you get is a totally garbled display with moving color noise on it. The fallback mode should definitely be default with the non-fallback mode only be enabled on request of the user or on whitelisted known good machines.
