That's not IP geolocation (who is using the IP address), that's whois (who owns the IP address). Noone uses whois for detecting location. MaxMind (the geoip database most people use) reports correctly: 188.32.8.195 RU Russian Federation 60.0000 100.0000 National Cable Networks NCNET Broadband customers anyway I'm not sure what you're complaining about; firefox doesn't do any geolocation, the websites you're viewing do.
