Information as to why a package is being deleted is important for the 
people conducting legal review. Maybe not so much in the context of 
openSUSE, but nonetheless important (think, in the context of an 
enterprise distribution, that a company may be contractually obliged to 
deliver a certain package).

However, your explanation is perfectly adequate and I see no reason 
(from a legal perspective) why it should not be accepted.
