OTOH swap seems to work according to top.
swapon -s is better to check that.

So, it was correctly enabled at one time during boot, probably by
something else.
Could you open a bug report and attach dmesg output after booting with
"systemd.log_target=kmsg systemd.log_level=debug" ?
