and requested a merge.

Do you mean "dhcp_dns_server"? There you won't find whois. But yes, it's
part of "network_admin".
From my feeling it belongs more to the dhcp_dns_server and network_admin
selection.
"enhanced_base" also includes some network utilities ;-)
General network utilities are ok there. But whois? From my feeling
clearly no.
