Compiz comes with almost no plugin activated by default. It needs careful configuring in the package. That is not the case for openSUSE's repository. IMO compiz should deliver useful defaults by itself
by running the configure script, but it does not.

As a user workaround, one can manually activate the most plugins like:
core;resize;decoration;minimize;move;rotate;
This is eigther possible by running the ccsm GUI or editing
$HOME/.config/compiz/compizconfig-1/Default.ini
