That's correct, Tumblweed is still at 4.6 at the moment.

It will get there when the kde developers feel it is "stable" enough.

Same as above, when the libreoffice developers feel it is stable enough,
and it moves to their stable repos, then it will be updated in
Tumbleweed.

Please be patient, both of these projects are huge and _just_ got
released.  Let the developers update and test to verify that things
work.
