I run SuSEconfig a lot. It sees permission.local and prints it out after
it reads permission.*. It does set some permissions and ownerships but
not all on reboots. Which causes KDE, Kmixer, amarok, tvtime and others
to not work.
The /etc/permissions* method only works for static files. To change
permissions of device files you need to install udev rules. However,
audio and v4l device permissions should just work out of the box for
local users.
