In general I make sure everything in X11:xfce also builds on the last stable release and try to not intentionally break packages on older, still supported releases. However, I test the packages on Factory only.
That's fine, it's all you need to do.
During the 4.6 to 4.8 transition there were quite a number of issues with the Xfce packages in Factory which took some time to iron out. So please do some testing (as you've done in this case) before pulling packages into Tumbleweed. I suppose I could send a warning to opensuse-xfce@ when there are rough times ahead (major update etc.).
