There is no law that controls GPL names....

Most software that is GPL based uses GPLv2 and for this reason, it is common to 
call GPLv2 GPL.

On the other side, GPLv3 is incompatible to GPLv2 and for this reason I doubt 
that it would make sense to call GPLv3 GPL.
