As was pointed out, you will need to change your "base" repos to point
to 11.4.  You will not need to change your tumbleweed repo pointer.

You change your base repo to point to 11.4, Tumbleweed will never be
supported for any older release.  Heck, it's not even reall "supported"
for 11.3 today, you had better know what you are doing if you want to
use it right now :)
