So... just to be clear... if someone is starting with a base of 11.3,
plus Tumbleweed... there should, in theory, be no need to
reinstall/upgrade to 11.4?  As long as this user keeps upgrading with
Tumbleweed, they are current  What about the other release specific
repos that were a part of 11.3?

So how do you "fix" that if you're using Tumbleweed on 11.3?
