Definitly yes. The current procedure has plenty of room for some customer focus.

if it is not in our repositories. Such reason may or may not apply to
an individual end user.

Maybe, we can create a package named "multimedia-pack" so that people
download it all in one go.
This should be possible, if done right.
We need to be careful to not create any liability for the openSUSE project
