I've just started an installation of 11.3 from there, works fine.  Might
it be a mirrorbrain problem - that you're being pointed to a bad
mirror?  Maybe try this mirror:

http://mirror.switch.ch/ftp/mirror/opensuse/distribution/11.1/repo/oss/
