FluxBox). It provides a list of favorite applications, as well as a
searchable menu of installed applications.

I love using mintmenu over the alternatives and believe that other users
would enjoy it as well, if it were installable from official channels.
I'm unsure, however, which devel project I should submit it to. Any
help in getting the ball rolling would be helpful.

If you can't find a suitable project (from your description,
X11:windowmanagers sounds ok to me) - you can maintain it in
devel:openSUSE:Factory.
