[opensuse-factory] New groff-1.20.1 for Factory

Hi all,
I prepared the new version of groff-1.20.1 for Factory to upgrade from ancient
and not supported 1.18.1.1. Because the biggest reason for having this old
version was a big debian patch adds the Japanese support, it blocked all
updates.
But this version of groff has the support of those encodings included using
new prepocessor preconv, which replaces non-ascii characters byt unicode
sequences, which nroff now can handle. That means iconv hack is no longer
required.

The bug report tracking the update is

Please use it if you will find any problem. If someone will be able to retest
the Japanese, Chinese and other Asian languages support with a new groff, it
will be great.
