I suspect that the xmlgui config for konsole changedin 4.5 and that introduced 
the bug.  Can you see if you have a konsoleui.rc in 
~/.kde4/share/apps/konsole/ (or anything ending in ui.rc)?  If you quit 
konsole, move this file aside, and start konsole, does the Settings->Configure 
Profile... menu entry vanish?
