It has not been pushed out to factory that's all. So I guess, it is just a matter of replacing this file "gimp-branding-openSUSE-splash.png" in the gimp-branding-openSUSE package with the png image from the above link and updating the change-logs accordingly? If so, I can have the project checked out and I can do this. But I don't know if it is this easy!
I guess that was it. I branched the project out from openSUSE:Factory [actually led to a branch from GNOME:Apps], changed the splash image "gimp-branding-openSUSE-splash.png" with the one from the above link, and built packages with the new splash-screens for factory and 11.2 over at http://download.opensuse.org/repositories/home:/badshah400:/branches:/GNOME:... Installed in 11.2 and on 11.3_RC1 and it now shows the 11.3 branded splash-screen while starting up.
