The right fix would be to file a bug against ModemManager, upstream,
preferrably, I guess:
 https://bugzilla.gnome.org/enter_bug.cgi?product=NetworkManager
 (ModemManager component)

I don't know if it's safe to remove ModemManager (NM might just rely on
it being there)
