I tried fixing some of the Base:System stuff and the easy targets - but
someone needs to accept them and push them ahead to FACTORY, namely:

https://build.opensuse.org/request/diff/32585 (filesystems/ntfsprogs)
https://build.opensuse.org/request/diff/32584 (security:chipcard/pcsc-acr38)

I self-accepted the stuff from Base:System and pushed it forward to
FACTORY after verifying that the dependencies still build.
