True.
I created that branch months ago, but a problem in ilbc+as-needed
didn't allow me to complete it. I created a submitreq for ilbc, but it
took months for it to be accepted and now I don't have so much time.
I suppose you will have problems getting the 11.2 version to detect
ilbc (could be workarounded), but if I remember correctly everything
else (including ilbc on 11.1 and now on Factory) works correctly.

Any chance for the latest versiion in 11.3?
I doubt anyone will complain if you create a branch, upgrade to this version
and send in a submit request.
