Somehow i have a vague feeling that these are obs-internal-directories only, and not meant for the general public.

Indeed, repocache directories should be excluded from mirroring (and even from ending up on download.opensuse.org).
(Example: http://download.opensuse.org/repositories/KDE:/43/openSUSE_11.0/repocache/ )
Adding the admins to Cc.
