Yes, they're - in fact I'm sure that HAL uses it too, because it is from 
freedesktop - so those scripts are available in all other distributions.

There's only one big difference - /usr/sbin/pm-{hibernate,suspend} needs to be 
run as root, the powersave script calls HAL through D-BUS, so it can be used 
from regular user. But with deprecating of HAL I'm not sure how it will work 
in future.
