No, having an xorg.conf file is never a requirement.
If the new X server is not able to display on graphics card & monitor
combination, then you file a bug against them.
Very likely many problems are caused by stale xorg.conf files, left
over from old releases or created by users who don't follow the advice
in the release notes, so actually Stefan's joke alias for sax2 has a
point.
