] No, it's not a bug. kernel-$flavor-devel is *not* supposed to be a pared ] down version of kernel-source. It's only meant to contain the per-flavor ] specific headers and scripts after running make prepare, the compressed ] ELF kernel (where applicable), and the symsets. The reason for this was ] to make kernel-source noarch.
both packages are needed. I forgot this difference in factory to previous releases.

here is the problem, kernel-source. You need kernel-default-devel or
kernel-<type>-devel for the required hearder files to build.
