It seems like one.
I've done some googling and all I can find is questions about it, no
answers.

How's this for a bug report: My UMTS modem won't work.
I know next to nothing about modems or network managers except that the
one in 11.0 works, the one in 11.2 doesn't, in my case.

What needs to be probed?
What shall I command to probe things?
What logs are needed? All I have is /var/log/messages

A questionaire for this would be appreciated :)

Well. It would be useful to know if you use the KDE or the GNOME applet, and a
somewhat detailed error description wouldn't hurt either and
/var/log/NetworkManager.
