Yes, we no longer start sshd by default, mostly since the firewall blocks it for most users already and secondly to reduce harm by open firewalls and too easy passwords.
Just enable the service after installing if you need it.
Well, as long as I have physical access to the server - I'd like to propose that sshd be enabled by default when the installation is done via some remote tool, ssh in particular.
Can you open a bug that on VNC or SSH installation sshd is auto enabled by YAST?
