No, the board explicitly doesn't do any technical decisions and this is one.
But indeed, for nonfree software the limits are much higher - because the 
licenses are usually much uglier :)

What I wonder: what is the advantage of having an .iso in the distribution
that can be downloaded 1:1 from other sources?
