Well, sometimes the upgrade does fail and then it would be really helpful to have a proper environment instead of that crippled one of the NET ISO.
Beside that, what's against installing/upgrading directly from a live-CD ? It's seems to me a natural procedure to try out something new on a live cd and then install it on the spot if I like it.
What we could do is starting some kind of network install out of the live CD, haven't thought about it. But it requires additional downloads, the live cd is live. There are no packages on it.

Sounds good. And would also work for wireless connections or not? You would abuse the live cd as large installation system, so I guess so. But who wants to hack it?
