If it is the same then workflow is missing branch for labeling of external
hard disks without mounting the drive.
This is important for external hard disk drives that are usually mounted
dynamically, so there is no need to specify mount point in fstab.
Factory and 11.1 are not the same but there shouldn't be a change
like the one you describe. Please make a bug report (preferable
with the next 11.2 alpha) and describe the issue more accurate
(and don't forget the YaST logs).
