I've just been backleveled to 11.1 from factory by a lack of attention
while running "zypper -n dup -l". Investigation suggests the factory
repo is being treated as empty by zypper:

I've manually installed the factory package tools, but that just means
zypper wants to revert them:

Manually fetching packages works fine, so I assume this is a meta-data
problem, either on my system, or on the servers. Any ideas?
