Look at udev.
There are rules in /etc/udev/rules.d . Edit there will survive reboot.
The real fix is to change part that creates those rules, but that is out of my

I found a bug on factory, at least with virtualbox
https://bugzilla.novell.com/show_bug.cgi?id=482302
in summary, /dev/sdb is not created by fdisk nor YaST
I can create it by hand (mknode /dev/sdb b 8 17), but this don't
survive a reboot
what is the config to fix (by hand)? I don't know what creates /devs
at boot
Look at udev.
