No, libzypp reads sysconfig when the media object is created. Any info
there is overridden by url params if they exist. Then other settings
(proxy auth) are read from curlrc when the media is attached. Then when
a file is transfered, libcurl may be reads the env variable on _its own_.

According to the man page aria2c honors command line options over the
environment versions.
