Could a flag be set on the wiki indicating the start of a build and
maybe another indicating the end? Then consulting the wiki page would
provide an indication of an optimal timeframe for local updating.

Noone decides to push. We decide to accept submitrequests and whenever
all packages built, they are pushed. This can be at any time.
Could a flag be set on the wiki indicating the start of a build and
maybe another indicating the end? Then consulting the wiki page would
provide an indication of an optimal timeframe for local updating.
